SBA to Open Shuttered Venue Operators Grants

for Applications on April 8 at 12 p.m. EDT

WASHINGTON – The U.S. Small Business Administration will officially open the Shuttered Venue Operators Grant (SVOG) application portal tomorrow, April 8, 2021 at 12 p.m. EDT for operators of live venues, live performing arts organizations, museums and movie theatres, as well as live venue promoters, theatrical producers and talent representatives to apply for critical economic relief, as those eligible entities are some of the first that had to shutter their doors a year ago in response to the COVID-19 pandemic. 

 

“Concerts, plays, dance performances, movie premieres, museum exhibits – these are the lifeblood of culture and community, and often the anchor for travel, tourism and neighborhood food and retail stores. We know that for the stage and venue operators across the nation that help make this culture happen, the pandemic has been devastating. Too many have been forced to lower the final curtain on their businesses. Today, with more than $16.2 billion available through the Shuttered Venue Operators Grants, help is here,” said SBA Administrator Isabella Casillas Guzman. “The SBA is committed to moving as quickly as possible to deliver this vital funding effectively and equitably - ensuring relief goes to those venue operators whose revenues have been most impacted by the pandemic.” 

 

The SVOG program was appropriated more than $16.2 billion for grants via the Economic Aid to Hard-Hit Small Businesses, Nonprofits and Venues Act and the American Rescue Plan Act. Of these funds, at least than $2 billion is reserved for eligible SVOG applications with up to 50 full-time employees. Eligible applicants may qualify for grants equal to 45% of their gross earned revenue up to a maximum amount of $10 million for a single grant. 

 

The SBA is accepting SVOG applications on a first-in, first-out basis and allocating applicants to respective priority periods as it receives applications. The first 14 days of SVOG awards, which are expected to begin in late April, will be dedicated to entities that suffered a 90% or greater revenue loss between April and December 2020 due to the COVID-19 pandemic. The second 14 days (days 15-28) will include entities that suffered a 70% or greater revenue loss between April and December 2020. Following those periods, SVOG awards will include entities that suffered a 25% or greater revenue loss between one quarter of 2019 and the corresponding quarter of 2020.

 

Prior to the opening tomorrow for SVOG applications, the SBA has hosted a national informational webinar (archived recording) to highlight the application process for potential eligible entities. The agency also  provided recurrent program updates and information via frequently asked questions, additional video tutorials, an application checklist, and eligibility requirements through SBA’s dedicated SVOG website - www.sba.gov/svogrant - and targeted outreach to potential applicants. 

 

As the SBA built the SVOG program from the ground up, it worked closely with its federal partners, including those dedicated to the affected industries such as the National Endowment for the Arts and Institute of Museum and Library Services, and Congressional authors in analyzing the legislation and Congress’ intent. The agency also consulted industry partners, such as the National Independent Venue Association, National Association of Theatre Owners, National Independent Talent Organization, Performing Arts Alliance, Broadway League, American Alliance of Museums and the Associations of Art Museum Directors, Children’s Museums, Science and Technology Centers, and Zoos & Aquariums. The SBA’s collaboration with these organizations has been vital to SBA’s understanding of and guidance for potential SVOG applicants and the agency looks forward to their continued partnership during the launch of the program. 

 

In addition, SBA’s resource partners, including SCORE Mentors, Small Business Development Centers, Women’s Business Centers and Veterans Business Outreach Centers, are available to provide entities with individual guidance on their applications. Be Vigilant: COVID’s on the Rise

 

Liberty, NY – COVID-19 cases are on an upward track, and Sullivan County Public Health Services is urging everyone – vaccinated or not – to take proper precautions.

 

Community transmission is widespread, and nearly 28% of the local March cases thus far are among those 24 years old or younger – making young people the most impacted age group by COVID-19 in Sullivan County currently. 

 

“For the past two weeks, we’ve seen a steady increase in active coronavirus cases across the County,” notes Public Health Director Nancy McGraw. “To go from 142 cases at the beginning of the month to 265 as of yesterday may not sound like much, but that is an 86% increase. Sullivan County’s 7-day average percentage positive rate is 6.7%, just below Orange County at 7.1%, and that’s got our attention. We are seeing about 30 new positive cases per day.”

 

The number of quarantined/isolated people in Sullivan County – 765 as of March 25 – is more than double what it was at the beginning of the month, and two more deaths have been logged just in March, for a total of 68 since the pandemic began a year ago.

 

Based on population density, the spread can be attributed not to specific places, but to human behavior and congregation of susceptible people. The most important and vital measure people can take to prevent the spread and potential overwhelming of the healthcare system is to get vaccinated when the are eligible, regardless of which vaccine is available. All – Moderna, Pfizer and Janssen – are equally proven to drastically reduce the chances of serious illness, hospitalization and death. Additionally, it is still imperative to wear a mask in public spaces and practice good hand hygiene, as well as social distancing. 

 

“This increase is looking similar to the rise we saw after the holidays, when people discovered they had contracted the virus from a friend or loved one at a party or family gathering,” McGraw observes. “With schools out for spring break this coming week and residents travelling to other states and locales for vacation, we’re concerned this upward trend of active cases will continue.”

 

Public Health Services and a range of community providers are actively delivering COVID-19 vaccine doses to thousands of people every week, and as of March 25, 24% of the total population of Sullivan County has completed their full series of vaccinations (one or two shots, depending on the vaccine). 

 

“We have not achieved ‘herd immunity,’ so the risk of widespread community transmission remains very present and very real,” McGraw warns. “We urge everyone – whether they were vaccinated yet or not – to continue wearing masks, social distancing, washing hands regularly, and staying away from close gatherings with people they don’t see daily and/or who are not yet fully vaccinated.”

Garnet, Public Health Collaborate

to Get Vaccines to More People

 

Harris, NY – Sullivan County Public Health Services and Garnet Health Medical Center-Catskills continue to partner to mount clinics to get COVID-19 vaccine out to residents.

 

As of Friday, February 26, Public Health has administered 2,155 vaccines (which includes 1,617 first doses and 538 second doses of the Moderna vaccine) in just over a month. The majority of these individuals have been essential workers as defined in category 1B by the State, and those age 65 and over. 

 

Garnet Health Medical Center – Catskills has administered 3,600 doses, which includes 1,811 first doses and 1,789 second doses.

 

Both groups have partnered since December, even sharing staff and resources through a memorandum agreement. Weekly planning calls are also held to touch base with additional partners, including the Center for Discovery and Sun River Healthcare, and to redistribute vaccine as it becomes available.

 

“Garnet and Public Health have long been close allies in the constant quest for better health in Sullivan County, and the coronavirus pandemic has brought us even closer,” affirmed Public Health Director Nancy McGraw. “Using our notification list of residents who are eager to be vaccinated, our collaboration will result in several hundred more people receiving their first dose of the COVID-19 vaccine this coming week.”

 

Public Health expects to receive additional doses early next week from the regional distribution hub in addition to the weekly allocation of 300-400 doses that it has been ordering. Knowing that Public Health has a list of over 10,000 people interested in being vaccinated, Garnet leaders are willing to commit to working in collaboration with the County, utilizing its notification list. Individuals can sign up at www.sullivanny.us/departments/publichealth/covidvaccines, or those without access to the Internet can call 845-807-0925, which will be answered by a live person during business hours Monday through Friday.

 

“We are gearing up to have a much larger clinic at SUNY Sullivan shortly, and we will use the notification list to make that announcement simply because there are so many people on it who have been waiting,” noted McGraw.  

 

Garnet Health Medical Center – Catskills will also be able to benefit from the County’s growing notification list to reach the public to notify them about upcoming clinics in Harris at their campus.

  

“Every dose we give to someone in Sullivan County is a welcome step forward in keeping everyone safe and in returning to normal life,” McGraw said. “I thank Garnet, our Emergency Community Assistance Center, the State and all our partners for ‘thinking outside the box’ and helping us reach high-risk people who might otherwise face significant challenges in registering for a clinic.”

NYS Department of Health has published a document with updates to the COVID-19 Emergency Regulations, containing more information on the enforcement of social distancing measures, which can be found here.


The Federal Reserve’s Main Street Lending Program offers business loans to help eligible small and medium-sized companies through the COVID-19 pandemic.

It is designed to help credit flow to small and medium-sized businesses that were in sound financial condition before the onset of the COVID-19 crisis, but now need loans to help maintain their operations until they have recovered from, or adapted to, the impacts of the pandemic.

The program offers 5-year loans, with floating rates, and principal and interest payments deferred as indicated in the chart below to assist businesses facing temporary cash flow interruptions.

The loans range in size from $250,000 to $300 million – a wide range that may support a broad set of employers.

Phase 4 Guidelines

The Mid-Hudson region entered Phase 4 on Tuesday, July 7th, 2020.

Phase 4 includes guidelines for:

i. higher education institutions

ii. Pre-K to Grade 12 Schools

iii. low-risk outdoor arts & entertainment, which includes outdoor zoos, botanical gardens, nature parks, grounds of historic sites and cultural institutions, outdoor museums, outdoor agritourism, local agricultural demonstrations and exhibitions; and other similar institutions/activities

iv. low-risk indoor arts & entertainment, which includes indoor museums, historical sites, aquariums, and other related institutions

v. media production

vi. professional sports competitions with no fans

vii. malls (permitted to open as of July 10th)

Regions in phase 4 are permitted to hold gatherings of up to 50 people so long as appropriate social distancing and face covering requirements are followed.

If you are an employer included in phase 4, you must take the following steps:

i. Go to the New York Forward website.

ii. Click on “Phase Four Guidance.”

iii. Select your industry by scrolling down on the left side navigation bar.

iv. Click on and read “View Summary Guidelines” for your industry.

v. Click on and read “Read and Affirm the Detailed Guidelines” for your industry, and then click the link at the bottom of the page (or here) to complete the form and hit submit.

vi. Click on “Print Business Safety Plan Template” for your industry, and then print and fill out the template, and keep on file at your place of business.

vii. Implement the Safety Plan.

7/16/20- NYS COVID Rent Relief

This is a time limited opportunity; applicants will need to apply via the NYS COVID Rent Relief website beginning July 16th. It should be assumed that the earlier applications are received the better the outcome for applicants. New York State will establish a call center to answer residents’ questions. Click the link to read more information. 

To qualify for rental assistance, residents must meet all the following eligibility criteria:

  • Have a primary residence in New York State
  • Before March 1, 2020 and at the time of application, household income must have been below 80 percent area median income, adjusted for household size. You can find your county’s area median income, based on your household size.
  • Before March 1, 2020 and at the time of application, the household must have been paying more than 30% of gross monthly income towards rent. Gross income includes wages as well as any cash grants, child support, social security, unemployment benefits, etc.) 
  • Applicants must have lost income during the period of April 1, 2020 to July 31, 2020.
  • See the FAQ section of the rent relief website for more information.

After much consideration and review of the Department of Health’s requirements for summer day camps to open under COVID-19 regulations, it is with great sadness that the Town of Mamakating has canceled the 2020 Summer Day Camp program.

This was a very difficult decision that was made with consideration of the children, camp staff and all participating family’s health and safety.  We realize that our children look forward to camp each year and have memorable summer experiences, however safety for all must be our priority.

We look forward to seeing you all in 2021 for our Summer Day Camp season.

We are currently exploring the possibility of having small-group youth programs.  We will keep you informed as events unfold, keep checking our website.

Orange & Rockland Seeks Public’s Help in Keeping a Social Distance;

Asks Customers to Secure Pets to Reduce Dog-Bite Risk to Workers


To maintain the safety and health of its customers and employees, Orange & Rockland (O&R) urges the public to please refrain from approaching our crews, work sites or trucks as O&R employees read meters in the community.


All O&R employees have been instructed to follow Centers for Disease Control (CDC) guidelines to practice social distancing among themselves and between their crew members and the public. That becomes more difficult to do when approached by passersby who may not be as familiar with social distancing.


So, please respect social distancing and keep back from O&R work areas and remain at a safe distance from O&R workers.


In addition, O&R asks its customers who own dogs to keep their dogs on a leash, indoors or otherwise under secure control to avoid the possibility of O&R personnel being bitten while working on customer property.


O&R is well aware that its customers cherish their dogs. Every responsible dog owner knows that even the most even-tempered, gentle dog is capable of biting someone. These days when more family members are home during the day, it makes sense that dogs may feel more protective of their home turf than usual and become more agitated and aggressive when strangers appear outside the home.


That’s why, to help create the safest environment possible for both O&R employees and customers’ pets, O&R asks its customers to keep dogs on a leash, indoors or otherwise under secure control to avoid the possibility of conflict when O&R workers are present.

To our Mamakating Community Members,

The Town of Mamakating is monitoring the summer camp situation closely. 

Presently, the Empire State Development (ESD) does not list summer camps as an ‘Essential Service’ and therefore camps cannot operate under Gov. Cuomo’s State of Emergency. It should be noted that while operation of summer camps is currently prohibited by the State, construction at summer camps is allowed as an essential service. 

Summer camps are regulated and permitted by the NYS Department of Health (DOH), not the local municipalities. Under NYS law, the NYS DOH is the “Authority Having Jurisdiction” (AHJ), and we, local officials, cannot overrule their decisions, regulations or rulings. It is my understanding that there have been social media posts directing concerned citizens to call their Town Supervisors. They might be better served by expressing their concerns additionally to our State representatives and the NYS Dept. of Health since they make the final decision. Today, Sullivan County Association of Supervisors sent a letter to the NYS DOH explaining the circumstances in our County and asking for guidance and a realistic and comprehensive plan to protect the lives of our residents and visitors.

Should the NYS DOH ultimately decide to allow summer camps to operate, they should do so only with a clear and enforceable plan to protect the campers and staff, our year-round and seasonal residents and protect our limited resources at Catskill Regional Medical Center. The NYS DOH should move with the utmost of caution and make decisions based on medical science – not emotions or political pressure.

DEC ANNOUNCES NEW ONLINE HUNTER EDUCATION COURSE FOR NEW YORK HUNTERS

Hunter Ed Course Available Starting April 15 Prior to Start of Turkey Season

 The New York State Department of Environmental Conservation (DEC) today announced that a new online hunter education course will be available on April 15, for first-time hunters who want to hunt during New York’s turkey hunting season. Turkey hunting season runs from May 1-31, and youth turkey hunting season for New Yorkers 12 to 15 years old is April 25-26.

DEC’s Hunter Education Program (HEP) is partnering with Kalkomey Enterprises, a company that specializes in hunter education, to create this online course that can be completed in six to eight hours. The course is available to individuals 11 and older. Students can complete the course from a computer, tablet, or smart phone at any time. The curriculum for the online course is identical to what is taught in the traditional classroom course. Topics such as firearm safety, tree stand safety, hunting ethics, wildlife conservation, and New York State hunting laws and regulations are all covered. Students who successfully complete the online course and pass the final exam will receive a hunter education certificate and can purchase a hunting license from a DEC license issuing agent such as hardware stores and large retailers like Walmart.


The cost of the course is $19.95. The online course will be available through June 30, 2020, at https://www.hunter-ed.com/newyork/.

Blood supply is at a critical level. Mia Hubbert from the Red Cross asked to use a Town building for a blood drive, and we were happy to lend our recreation building at the Town Park which is being used for the Blood Drive on April 16th from 2-7 pm. 

A big thank you to our community who has responded over and beyond. At this time, all slots have been filled, however please call Mia Hubbert @ 845-647-1776 to be put on a waiting list & for information for future blood drives.

D&H Canal Trails remain open for walking, biking and dog walking. If you head out for a hike please remember to follow the SOCIAL DISTANCING recommendations: remaining 6 ft away from anyone who is not in your group. Additionally, we ask that you please clean up after your dog and bring out any trash that you bring in with you.

TARA, The Animal Rights Alliance, has suspended all services for the safety of our clients and staff. This situation has been challenging and the animal welfare community will be hit hard with the increase of kittens born due to lack of spay/neuter services available. Our shelters will be forced to take in and feed more animals than ever before and we will all need support.

TARA has suspended services until May 4th. We will keep everyone updated as things change and we do hope to get back to offering high quality, low cost services as soon as safely possible.

Good morning everyone,

During his Coronavirus briefing, Governor Cuomo confirmed 5,707 additional cases of novel coronavirus, bringing the statewide total to 20,875 confirmed cases in New York State.

New York City had a total of 3,260 new positive cases, bringing its total to 12,305.

The Governor announced an initial delivery of hospital supplies to the Jacob K. Javits Center where FEMA has started to build a 1,000-bed temporary hospital that will help increase New York’s hospital capacity to combat COVID-19 and open next week. This is in addition to the four sites selected by the Army Corps of Engineers that will create temporary hospitals in downstate New York with total capacity up to 4,000.

The Governor also announced that three former Secretaries to the Governor — Steve Cohen, Bill Mulrow and Larry Schwartz — are joining the Governor’s COVID-19 Task Force. Mulrow and Cohen will be tasked with developing a NYS Forward Plan - a strategy to restart the economy following the NYS on Pause executive order. Schwartz is tasked with helping the State acquire healthcare equipment and supplies and increasing New York’s hospital surge capacity.

Governor Cuomo signed an executive order requiring all hospitals to increase capacity by a minimum of 50 percent, with a goal of increasing capacity by 100 percent.

The Governor also launched the ’NY Stronger Together’ campaign urging New Yorkers to stay home, stop the spread and save lives. As part of the campaign, celebrities including Robert De Niro, Danny DeVito, Ben Stiller and La La Anthony have sent videos of themselves at home to reinforce the Governor’s message that young people must stay home not for themselves, but to help protect older and more vulnerable New Yorkers. The campaign will also aim to highlight donations from major corporations, celebrities, philanthropic organizations to help increase the state’s supply capacity.

Additionally, the Governor announced that the state is opening a drive-thru COVID-19 mobile testing facility in the Bronx.
